Longtime Florida land developer Deltona Corporation sought a comprehensive plan amendment and rezoning to expand its Holder Industrial Park in Citrus County from residential to heavy industrial use on about 1,365 acres, after the company's lawyers said Amazon had inquired about a data center there under a confidentiality agreement. Citrus County's Planning and Development Commission recommended against the change after a nine hour meeting on June 18, 2026, and Deltona withdrew both applications on June 23, 2026 rather than face a final vote. Citrus County had already adopted a one year moratorium on new data center rezoning in May 2026.
