An attorney representing an unnamed client asked the city of Eugene in July 2026 whether a data center would be allowed at the shuttered 1.2 million square foot Hynix semiconductor plant on 200 acres in west Eugene. The city's planning director ruled on September 8, 2026 that a modern data center does not fit the site's Campus Employment zoning, saying the information technology services category in Eugene's code, written in 2001, was never meant to cover large scale data centers. The decision can be appealed to the state Land Use Board of Appeals, and it comes as Eugene residents have separately called for a citywide data center moratorium.
