NAVWAR Old Town Data Center Proposal (Manchester Financial Group)
Manchester Financial Group. Rumored, 400 MW
Manchester Financial Group remains in discussions with the Navy about redeveloping the 70-acre NAVWAR Old Town campus in San Diego, with a 400 megawatt data center covering about 60 acres as one option under consideration; no formal project has been approved and no application has been filed as of November 2026. The San Diego City Council voted 9 to 0 on October 27, 2026 to approve a 45-day emergency moratorium on new data center permitting and development citywide, renewable for up to 20 months, following Mayor Todd Gloria's earlier executive order calling for a pause. Because NAVWAR sits on federal land, reporting on the vote notes the city has no legal authority over the site, so the moratorium does not directly block the Manchester proposal.

What it would mean nearby
The cooling design has not been reported. If it uses evaporative cooling, a 400 MW facility would draw roughly 1.3 million to 4.6 million gallons of water a day, about what 14,600 households use.
