Plymouth Township Data Center (MLP Ventures / Brian O'Neill)
MLP Ventures. Filed
King of Prussia developer Brian O'Neill, through MLP Ventures, is seeking a special exception from Plymouth Township's zoning hearing board to convert the shuttered 66 acre former Cleveland-Cliffs steel mill at 900 Conshohocken Road into a 2 million square foot, 10-building AI data center with its own on-site generators and gas turbines. O'Neill withdrew an earlier version of the application after a November 17, 2025 zoning board meeting, then resubmitted a nearly identical plan in May 2026 and separately filed a validity challenge arguing the township's zoning ordinance fails to provide for data centers. Evidentiary hearings continued through an October 16, 2026 session at which Montgomery County, owner of the adjacent former Ivy Rock Quarry property, won party status in the case, with the next hearing set for November 19, 2026.

What it would mean nearby
The order is meant to keep new data centers from pushing their power costs onto residential electric bills by requiring developers to pay for all of their own electricity. This does not change anyone's electric rate directly, but it is meant to stop the cost of new substations and power lines built for data centers from being added to everyone else's bill. This is the overall statewide trend behind the individual utility price to compare increases: the average Pennsylvania household's total electric bill grew by roughly a fifth between 2024 and 2026.
