NCCS is the furthest along of about ten data center proposals under consideration around Massena, with a plan for three buildings totaling roughly 1.5 million square feet next to the former Alcoa East plant, requiring about 635 megawatts and using closed loop cooling to limit water use. NCCS says the project is exempt from New York's statewide data center permitting moratorium because it does not need additional discretionary state permits, and it is negotiating for 400 megawatts of power from the New York Power Authority's Moses-Saunders dam. On September 17, 2026 the Massena Town Board voted 3 to 2 against a proposed moratorium on new data centers, clearing a path for the project to keep moving despite opposition from more than 50 residents at a recent town board meeting.
