Project Bluegrass (Panattoni, Burgin)

Panattoni Development Co.. Filed

Panattoni Development Co. is proposing Project Bluegrass, a roughly 950 acre, four building data center campus with closed loop cooling on farmland northwest of Burgin in Mercer County, near Shaker Village of Pleasant Hill and an existing coal fired power plant. Mercer County Fiscal Court passed a one year moratorium on new data center applications in unincorporated parts of the county but exempted Burgin's pending annexation of the project site, and on September 29, 2026 the fiscal court separately rejected a proposed zoning ordinance that would have allowed data centers within 2,000 feet of Shaker Village. Burgin's annexation attempt for the site was declared null and void in a boundary dispute and restarted in early September 2026, so no final site plan has been submitted as the project moves toward a targeted 2027 construction start.
