Circle T Data Center Campus (Westlake)
PowerHouse Data Centers (filed as Circle T Owner LP / PowerHouse Data Centers). Filed, 300 MW
PowerHouse Data Centers filed a Texas Department of Licensing and Regulation permit (project DAL130) for a 224,152 square foot first building at 13572 N. Main Street in Westlake, part of a roughly 88 acre, up to four building, 300 megawatt Circle T campus near US Highway 377, backed by an Oncor funded 350 megawatt substation. The Lakes at Marshall Ridge Homeowners Association and nearby Keller residents sued over an alleged zoning setback violation; a Tarrant County judge dissolved a temporary restraining order and set an October 23, 2026 hearing on the plaintiffs' standing, with the town saying no local permits will issue until that is resolved.

What it would mean nearby
The cooling design has not been reported. If it uses evaporative cooling, a 300 MW facility would draw roughly 951,000 to 3.4 million gallons of water a day, about what 10,900 households use.
2025 base rate review (docket 58306) raised residential rates 3% from June 2026: about $4 to $6 a month on a $150 bill. This applies statewide in the ERCOT region, not just Oncor territory. It does not change a bill directly; it decides whether data center grid costs land on developers or on the delivery rates everyone pays.
