A developer called 1778 Rich Pike LLC wants to build a data center campus, known locally as Project Gold, split across properties in Clifton and Covington townships along Route 380. Clifton Township supervisors twice tried to settle a zoning dispute with the developer, but a Lackawanna County judge voided the township's data center zoning ordinance in August 2026, leaving the project's legal footing unsettled while the township rewrites its rules. As part of talks the developer agreed to drop earlier plans for an on site small nuclear reactor or gas fired power plant.

The order is meant to keep new data centers from pushing their power costs onto residential electric bills by requiring developers to pay for all of their own electricity. This does not change anyone's electric rate directly, but it is meant to stop the cost of new substations and power lines built for data centers from being added to everyone else's bill.
