Project Thunderbird
Plainsman Holdings, LLC. Filed, 2750 MW
Enid-based Plainsman Holdings LLC is seeking to rezone roughly 1,750 acres across four campuses in and around Enid, including a north campus near 22nd Street and Phillips Road and a west campus along Rupe Road, from agricultural to industrial use for a project called Project Thunderbird. The developer has described a potential 35 billion dollar buildout with about 2.75 gigawatts of information technology power plus 3.3 gigawatts of behind-the-meter power generation, though a specific site plan and utility agreement have not been finalized. The Enid Metropolitan Area Planning Commission recommended the rezoning requests on September 28, 2026, and the City Commission is scheduled to vote at a special meeting on October 27, 2026 after facing organized opposition from a group called No Data Centers in Enid.

What it would mean nearby
The cooling design has not been reported. If it uses evaporative cooling, a 2750 MW facility would draw roughly 8.7 million to 31.4 million gallons of water a day, about what 100,300 households use.
