Quantum Loophole has been developing a roughly 2,100 acre data center park at the site of the former Alcoa Eastalco aluminum smelter near Adamstown in Frederick County, aiming to tap the site's existing heavy power infrastructure for a campus that could ultimately reach 2 gigawatts. After a legal dispute between Quantum Loophole and its financial partner TPG Real Estate Partners was resolved in 2026, TPG affiliate Catellus Development Corporation took over full management of the project. As of mid-2026 none of the individual data centers on the campus were yet operational, but tenants Aligned Data Centers, Rowan Digital Infrastructure, and Amazon Web Services had all broken ground, backed by a roughly 110 million dollar community benefits package that includes a new elementary school and a water reclamation system.
