Security Land and Development has proposed a 150 megawatt data center on a 42 acre site in the Woodlawn area of Baltimore County. The county has been actively rewriting its data center rules while the application moves forward: a February 2026 zoning law restricts new data centers to areas east of Pulaski Highway or south of Liberty Road, the county council has repeatedly extended a moratorium on new approvals while it studies the issue, and a planning board report adopted September 17, 2026 recommends eliminating by right approval and requiring an extra community meeting before any new concept plan, along with barring data centers from county financial incentives.
