Alignment Engine, a Canton, Ohio company, is proposing a data center inside the former Chilpaco building at the shuttered Pixelle Specialty Solutions paper mill site in Chillicothe, partnering with site owner U.S. Paper Mill LLC. The roughly 6.5 acre project within the 490 acre mill property would use 80 to 90 megawatts of power and about 28 million gallons of water a day, creating an estimated 240 jobs, as part of a larger 1.5 billion dollar campus redevelopment that also includes other manufacturing tenants. Chillicothe City Council briefly paused new data center approvals in late August 2026 but reversed that moratorium on September 16, 2026 after learning the site was already permitted for data center use under the city's existing development code, so no rezoning is required. Alignment Engine says it will self-generate power and treat its own water, and is not seeking a tax abatement.
