California based Verrus has looked at Woodburn as a possible data center site but had no formal application pending as of September 2026, according to a company spokesperson. Citing concern that a single large project could exceed the city's water system capacity, the Woodburn City Council unanimously passed a 120 day moratorium on accepting, processing, or reviewing any data center applications on September 15, 2026, and hired an outside consultant to help draft future rules. City officials described the move as preventative rather than a response to an active proposal.
