California based Verrus, backed by Google, is pursuing a roughly 5 billion dollar data center campus called Oakline at Mill Creek on about 100 acres across three parcels on Mill Creek Drive SE in the Mill Creek Corporate Center in southeast Salem, next to Corban University; its subsidiary Alderstone LLC filed an initial land use application for a first phase of two buildings totaling 600,000 square feet on July 31, 2026. The filing came three days before the Salem City Council was set to consider a data center moratorium, and the council instead voted unanimously to develop a moratorium policy for future proposals by December 2026 without blocking Oakline's pending application. Governor Tina Kotek separately ordered the state to cancel a related sale of 32 acres of state owned land at Mill Creek to Verrus and paused state land sales and DEQ air and water permits for data centers through July 1, 2027, but Verrus says that pause does not affect the current stage of its Salem project.
