The city council approved the annexation and rezoning in 2025, then reversed course after strong opposition, putting the project on indefinite hold and adopting a stricter I-4 Data Center Industrial District zoning classification in January 2026 with new limits on water use, building height and noise. Balloonist could still apply to rezone under the new district if it chooses to.
