San Francisco based Diode Ventures proposed Project Harper, a 1.5 billion dollar data storage and technology park on 504 acres between 203rd and 211th streets in Peculiar, a Kansas City suburb of about 3,000 people. Residents organized as Peaceful Peculiar packed council meetings over noise, light, water, and property value concerns, and the Board of Aldermen unanimously rejected the proposal in September 2024, then removed data centers from the list of permitted uses entirely. Peculiar was among the earliest US communities to defeat a data center through grassroots opposition.
