NOVVA Data Centers brought an initial 9 megawatt phase online at 400 Paul Avenue in the Bayview this summer, part of a planned buildout to 36 megawatts at the site, which sits across from Digital Realty's telecom facility on the same street. Bayview neighbors have organized against further data center growth in the area, and San Francisco Supervisor Shamann Walton introduced a proposed 45 day moratorium on new data center construction on September 15, 2026 aimed at eventually becoming a permanent citywide ban, which could affect NOVVA's remaining expansion.
