Rowan Digital Infrastructure, backed by Houston investor Quinbrook, is building the Percheron data center campus on 274 acres of former Threemile Canyon Farms land about 11 miles southwest of Boardman, on ground the developer describes as poor quality farmland that has sat vacant for decades. Morrow County commissioners unanimously approved the rezoning in September 2023, and Rowan broke ground on the first 300 megawatt phase in January 2026, targeting delivery by late 2027. The developer says the campus will be powered entirely by renewable energy bought through Pacific Power and will use minimal, recycled water piped in by the Port of Morrow.
