AWS is building a mega campus of AI data centers on more than 1,000 acres of former farmland near New Carlisle, about 15 miles west of South Bend. As of July 2026 AWS has invested 13.8 billion dollars, exceeding its original 11 billion dollar commitment, with about 18 of a planned 30 buildings operational and construction continuing.
Microsoft's proposed Granger data center is in a pre-development phase; St. Joseph County approved a memorandum of understanding covering pre-development work only, and a proposal to expand a tax increment financing district would include the Granger site. Construction is expected to begin in late 2026 or early 2027. Both candidates for the County Council District C seat have called for a two-year moratorium on new data centers in the northern part of the county, citing this project and the AWS New Carlisle campus.
Most of the county is served by Indiana Michigan Power.
This deal is meant to keep the cost of new substations and transmission lines for AWS's data centers off the bills of regular I&M customers by making the data center pay for capacity it reserves, not just power it actually uses.
After Amazon Web Services announced an 11 billion dollar data center campus near New Carlisle, Indiana, Indiana Michigan Power reached a settlement with AWS, Microsoft, Google, the state consumer counselor and the Data Center Coalition on how large new customers pay for the grid upgrades they require. The Indiana Utility Regulatory Commission approved the deal on February 20, 2025. It requires a 12 year minimum contract, requires large customers to pay for at least 80 percent of their reserved capacity whether they use it or not, and sets an exit fee that can exceed 1 billion dollars for a 1 gigawatt customer that leaves early.
