Dallas based Stream Data Centers, backed by Apollo Global Management, wants to build a roughly 19.5 billion dollar, three building, 2.2 million square foot data center complex on about 90 acres of the STAMP megasite in the town of Alabama, drawing up to 500 megawatts at full buildout. The company is seeking about 1.46 billion dollars in sales tax and mortgage recording tax abatements from the Genesee County Industrial Development Agency, among the largest incentive packages ever proposed in the state. The project has become a flashpoint in New York's broader data center fight, including a July 2026 statewide moratorium on new data center permits and questions about a possible conflict of interest at the IDA.
JLL is separately pursuing a data center on a 45 acre portion of the STAMP megasite in the town of Alabama, called Project Hydroscale, calling for two 450,000 square foot, two story data center buildings. The Genesee County Economic Development Center board voted unanimously to let the environmental review process move ahead for the project. It is one of at least three competing data center proposals for STAMP, alongside Stream Data Centers' Project STAMP and PRP Real Estate Investment's Project Rampart, all subject to New York's 2026 statewide data center permitting moratorium.
Washington, D.C. based PRP Real Estate Investment is also looking to build a data center at the STAMP megasite in the town of Alabama under the working name Project Rampart, making it the third named developer pursuing a data center at STAMP alongside Stream Data Centers and JLL. Public details on size, power draw, and site plans have not been reported, and the proposal has not yet advanced to a formal application before Genesee County boards. Like the other STAMP proposals, it would be subject to New York's 2026 statewide moratorium on new data center permits.
