Menlo Digital Ahwatukee Campus
Menlo Digital (filed as Thistle Income Partners LLC). Under construction, 257 MW
Menlo Digital, through applicant Thistle Income Partners LLC, is building a five-building, roughly 1 million square foot data center campus with an onsite Salt River Project substation rated above 257 megawatts on about 38 acres at 48th Street and Thistle Landing Drive in Phoenix's Ahwatukee neighborhood, on a former office park approved for the use in 2024. Construction is underway with a powered shell targeted for late 2026 and tenant-ready data halls in early 2027. Arizona Attorney General Kris Mayes held an October 14, 2026 town hall in response to resident complaints about noise, heat, water use and health concerns, and said her office will consider a nuisance-law investigation into the project.

What it would mean nearby
The cooling design has not been reported. If it uses evaporative cooling, a 257 MW facility would draw roughly 815,000 to 2.9 million gallons of water a day, about what 9,400 households use.
FY2026 price plan change raised residential rates 3.5% from November 2025: about $5 to $7 a month on a $160 bill.
