Monarch Energy Rockford Data Center

Monarch Energy. Filed. 1400 MW.

Monarch Energy is finalizing a roughly 12 billion dollar, 1,400 megawatt phased data center on about 1,100 acres near Chicago Rockford International Airport, projected to bring 200 high tech jobs and start operating around 2028. A TIF incentive advisory panel recommended approval in March 2026 and the agreement was signed in June 2026, but on July 1, 2026 Governor Pritzker directed the state to stop processing new data center incentive agreements, adding uncertainty to the project's state tax breaks.

What it would mean nearby

The cooling design has not been reported. If it uses evaporative cooling, a 1400 MW facility would draw roughly 4.4 million to 16.0 million gallons of water a day, about what 51,000 households use.

This case does not change what a household pays today, but it is the main tool Illinois regulators are using to try to stop the cost of new grid equipment for data centers from landing on residential bills. ComEd annual reconciliation rate case (docket 25-0383) adds about $3.10 a month to a typical bill from January 2026. PJM capacity auction price spike hits ComEd supply charges adds about $10.50 a month to a typical bill from June 2025.
