White Rose Partners proposed Project Kilo, a 200,000 square foot data center on 20 acres near Route 25 and Kenyon Road in South Elgin, requiring annexation and a special use permit. The South Elgin Village Board of Trustees unanimously rejected the annexation and permit in August 2026 and the village then imposed a temporary moratorium on further data center proposals while it studies regulations.

The Illinois Commerce Commission approved 243.1 million dollars on December 18, 2025, cutting about 25.4 million dollars including costs tied to a mismanaged customer billing system rollout. Citizens Utility Board estimated the approved amount adds about 3.10 dollars a month to a typical residential bill starting in 2026.
