Houston based Cloverleaf Infrastructure, founded by former Microsoft energy executives, has floated a roughly 600 megawatt data center called Project Bluestem near the Tonganoxie Business Park in Leavenworth County, on land that formerly belonged to Tailgate Ranch, alongside a proposed natural gas power plant. As of the most recent public reporting found, the project remained conceptual, with no formal rezoning or permit requests submitted to the county. Cloverleaf has said the project would qualify for a 20 year sales and use tax abatement, but residents have told county commissioners the associated gas plant threatens local water, air, and farmland.
