Microsoft first revealed plans to purchase land in Licking County in January 2024. The village council later approved annexation of 131 acres and rezoned parcels on North High Street to manufacturing to allow the data center campus to proceed. A citizen petition qualified for a Johnstown charter amendment banning data centers over a combined 25 megawatts of demand; the city set a special election for January 5, 2027 after the signatures came in too late for the November 2026 ballot.
