Project Baccara is a two-building data center campus on about 160 acres in unincorporated Maricopa County near Surprise and Luke Air Force Base, paired with on-site natural gas generators expected to supply about 700 megawatts, developed by Michigan-based Takanock and backed by DigitalBridge. The Board of Supervisors approved a military compatibility permit 4-1 in May 2026, and the project is now also being marketed as Project Eagle as the City of Glendale pursues annexing the site; a pre-annexation development agreement was approved unanimously by Glendale's council on April 28, 2026 and a council workshop on August 25, 2026 advanced the annexation further. A Glendale councilmember has said the data center will be built whether or not the city annexes it, since county entitlements already exist.
