Project Baccara is a two-building data center campus proposed on about 160 acres in unincorporated Maricopa County near Surprise and Luke Air Force Base, paired with on-site natural gas generators expected to supply about 700 megawatts. The Board of Supervisors approved a military compatibility permit 4-1 in May 2026 over objections from Surprise-area residents about noise, air quality and property values. The project still needs EPA air quality approval before construction, which was expected to begin in the third quarter of 2026.
