Project Baccara
Operator not disclosed. Approved. 700 MW.
Project Baccara is a two-building data center campus proposed on about 160 acres in unincorporated Maricopa County near Surprise and Luke Air Force Base, paired with on-site natural gas generators expected to supply about 700 megawatts. The Board of Supervisors approved a military compatibility permit 4-1 in May 2026 over objections from Surprise-area residents about noise, air quality and property values. The project still needs EPA air quality approval before construction, which was expected to begin in the third quarter of 2026.

What it would mean nearby
The cooling design has not been reported. If it uses evaporative cooling, a 700 MW facility would draw roughly 2.2 million to 8.0 million gallons of water a day, about what 25,500 households use.
