The subsidy became a flashpoint locally because the project is expected to create just one new permanent job in exchange for the tax break. Construction is underway, and JPMorganChase has said it expects the facility to be complete by 2028.

DataBank wants to add a roughly 78,000 square foot second phase to its Orangeburg hyperscale data center campus, on the shore of Lake Tappan, a reservoir that supplies drinking water to parts of the lower Hudson Valley and North Jersey. The Orangetown Planning Board voted unanimously to require a full environmental impact statement before it will consider the expansion, effectively delaying the project indefinitely. Orangetown separately passed a townwide data center moratorium in 2026 but exempted this DataBank campus because it was already in the approval pipeline; residents have raised concerns about reservoir contamination, noise, air pollution, and wetland damage.
