Data centers in Loudoun County

Loudoun County supervisors approved a rezoning for a data center campus called Cross Mill Center near Leesburg. Exact acreage, building count and megawatt load have not been published.

Loudoun County supervisors approved the Arcola Grove rezoning for a data center project near Dulles. Specific acreage and megawatt figures have not been published.

A proposal for three data center buildings off Shaw Road in Sterling was scheduled for Loudoun County Planning Commission discussion in July 2026. It has not yet reached the Board of Supervisors for a final vote.

Spring Valley Tech Park (application LEGI-2024-0074) proposes 12 data center buildings and 3 substations across about 325 acres and 3.54 million square feet off Evergreen Mill Road in Ashburn, near Beaverdam Reservoir. The Loudoun County Planning Commission voted unanimously on July 23, 2026 to recommend denial, citing incompatibility with the Transition Policy Area and concerns over impacts to the reservoir, water resources, and generator noise and pollution. No Board of Supervisors hearing date has been reported yet for a final vote.

Amazon filed a by-right site plan on July 28, 2026 for four two-story data center buildings totaling more than 800,000 square feet on the former George Washington University Virginia Science and Technology Campus in Ashburn, which Amazon bought for 427 million dollars in March 2026. Because the filing is on the administrative, by-right track, it does not require a Planning Commission or Board of Supervisors vote, which has drawn opposition from Loudoun Supervisor Juli Briskman and local residents, including George Washington University students, who are organizing to force public review. This is a distinct site from the existing tracked Spring Valley Tech Park on Evergreen Mill Road.
