Embry Development Company sought annexation into Villa Rica and rezoning of land between Hickory Level Road and South Van Wert Road in Carroll County for a reported 400 acre data center. More than 30 adjacent property owners filed a court petition (Carroll County Superior Court case SUCV2025000127) challenging the annexation and rezoning, arguing it would directly harm their land and quality of life. This is a separate project from Atlas Development's nearby proposals.
East Village Dothan LLC filed plans in March 2026 for a roughly 700 acre data center campus known as the Hickman Property, partly within Villa Rica city limits in Carroll County, proposing 11 data center buildings totaling about 6.2 million square feet plus four smaller warehouses totaling about 66,000 square feet.
Atlas Development filed for a data center campus called Project Avemore on 428 acres along Highway 61 in Villa Rica, Carroll County. Plans call for up to seven single story buildings of about 350,000 square feet each, totaling roughly 2.45 million square feet, with an estimated investment of 5 to 7 billion dollars and a first phase targeted for 2028.
Atlas Development, LLC filed initial paperwork in January 2026 for a 350 acre, up to 12 building data center called Project Bus on rural land near Temple in northern Carroll County, valued at up to 11 billion dollars at full buildout. Following community opposition and a Carroll County Board of Commissioners statement against annexing the county land into Temple, the developer withdrew the proposal on August 4, 2026, though it retains the option to resubmit with changes or pursue another site in the region.
Most of the county is served by Carroll EMC, with parts on Georgia Power or GreyStone Power. As a cooperative, its wholesale power comes mostly from Oglethorpe Power.
Oglethorpe Power, which generates most of the electricity Georgia's EMCs sell, is adding natural gas plants it ties to data center and industrial load. EMC rates are set by each cooperative's board, not the Public Service Commission, so watch your EMC's rate notices.
Oglethorpe Power is the wholesale generation and transmission cooperative owned by Georgia's 38 electric membership cooperatives, and it is not directly rate regulated by the Georgia Public Service Commission the way Georgia Power is, so there is no PSC docket number for its generation projects. Oglethorpe Power broke ground on May 7, 2026 on a two unit, roughly 1,425 megawatt, 3.3 billion dollar combined cycle gas plant next to its existing Smarr Energy Facility in Monroe County, targeting commercial operation around 2029 to serve 29 of its 38 member cooperatives, plus a smaller gas addition planned at the Talbot Energy Facility for 2028. No specific verified dollar impact on individual electric membership cooperative household bills has been published yet, since those retail rates are set separately by each member cooperative.
