The Floyd County Board of Education approved selling about 114 acres behind Coosa High School to the county development authority on November 26, 2024 for a data center campus planned by Atlas Development of Carrollton, envisioned as seven high security server buildings. The project gained final local approval in late May 2025. No megawatt or square footage figures have been made public.

Atlas Development sought a rezoning from suburban residential to heavy industrial for about 178 acres between Plainville Road and Georgia Highway 53, near the Gordon County line and across from the Lowe's distribution center, for a data center campus described as more than 2 million square feet of server buildings. Some later local coverage refers to this same GA 53 corridor project as the Plainville Road Project with a slightly different figure of 198 acres. Nearby residents raised concerns about noise and environmental impact, and the project has since been described in regional development materials as approved, though the most detailed public reporting is from the February 2025 rezoning request.

Microsoft is investing about 1 billion dollars in a data center campus on 347 acres off Huffaker Road outside Rome, first announced October 30, 2023, with the Rome-Floyd Development Authority issuing bonds and a 12 year partial property tax abatement. The project, known internally as Project Firecracker, is expected to create at least 150 jobs and Microsoft has targeted 2027 to 2028 for it to go live. No public megawatt figure has been disclosed.

Atlas Development, the same firm behind the Coosa and Plainville Road projects, bought about 100 acres at the former Battey Business Complex property in Rome for 5.7 million dollars in August 2025 with a data center in mind, but local reporting later indicated the proposed data center at this particular site was terminated. It is included here for completeness since homeowners nearby may have heard about it, but it does not appear to be an active project.

Power bills in Floyd County

Most of the county is served by Georgia Power, with parts on North Georgia EMC or Carroll EMC.

Base rate freeze through 2028 (docket 44280) holds base rates flat from July 2025. Fuel and storm riders are separate and can still move. 2026 fuel and storm cost settlement (docket 44280, 56765) takes about $4.04 a month off a typical bill from June 2026. The December 2025 certification of about 9,885 MW of new generation for data center load came with a promise of at least $8.50 a month of downward pressure on a typical bill in 2029 through 2031, because large customers are meant to carry more of the cost. Consumer groups warned it could instead add around $20 a month if the projected data center demand does not show up.

Georgia Power and the Georgia PSC Public Interest Advocacy Staff reached a stipulated agreement extending the alternate rate plan first approved in the 2022 rate case, keeping Georgia Power base electricity rates flat through at least 2028. The Georgia Public Service Commission approved the stipulation by vote on July 1, 2025, with a formal order issued July 31, 2025. The freeze applies only to base rates and does not limit separate fuel cost recovery or storm cost recovery charges, both of which can still change a residential bill during the freeze period. Georgia Power has said growth in large load customers such as data centers helped make the freeze possible by spreading fixed costs across a larger customer base.
